NCAER needed to conduct a critical annual survey to create budget outlays for the rural segment through the Panchayat system. Due to the Covid-19 pandemic, a digital solution was required for the survey to be conducted remotely. The survey needed to cover 5600 panchayats, contain 1600 queries and be conducted in 10 different Indian local languages.
The project involved surveying 5600 panchayats, and the survey questionnaire contained 1600 queries, which became a huge single document that caused servers to crash due to bandwidth issues. The survey was required to be conducted in ten different Indian local languages, which presented a language barrier. These challenges threatened to derail the project and hinder the department’s ability to create budget outlays for the rural segment through the Panchayat system.
Blue9 Technologies developed a digital survey solution for NCAER. The survey form was translated, approved, and digitized within the stipulated time, making it ready for distribution. To facilitate the ease of download of data and subsequent analysis of responses, a CSV format was used. STATA was used for Statistical Data Analysis. The packet size of the survey response form was broken down and managed by providing load balancing of input data packet flow through AJAX. This was achieved without using any additional hardware other than what was already available in terms of server and bandwidth.

End-users reported excellent experiences and high satisfaction, resulting in a 90% satisfaction rate. The digital survey solution significantly improved data collection and analysis, reducing data entry errors by 86%. The solution’s use of load balancing with AJAX achieved a 70% faster loading speed, and a 99.9% uptime was ensured during the survey period. With secured login and safekeeping of transaction records, the survey was conducted remotely through mobile, tablet, or laptop/desktop devices via a secure internet connection.
